FLOYD, VA- NOVEMBER,12: Floyd is one of 13 counties in VA that doesn't have a state liquor store, residents must travel nearly an hour to get liquor to go. Ray's Restaurant is the only establishment that sells liquor by the glass in Floyd. If Gov.
